No, these two are neither drunk nor high. This is “Tuvan throat singing” a legitimate form of singing that stems from the vast planes of South-West Mongolia.

In Tuvan singing the singers manipulate resonances created while air travels from the lungs, to the vocal chords, and out the lips to produce various sounds that sometimes remind you of a melody, but most of the time leave you completely discombobulated.
